Continuing its support to Zimbabwe’s judiciary, the UNDP handed over 11 vehicles and an assortment of ICT equipment to the Judicial Service Commission (JSC) of Zimbabwe. The event took place on 28 March 2012 in a colourful ceremony held at the premises of the JSC in Harare, and coincided with the launch of the JSC’s Strategic Plan and the Judicial Code of Ethics.
The support is part of a project jointly funded by the UNDP and the Royal Danish Embassy designed to enhance the capacity of magistrates’ courts countrywide to perform their role effectively.
Expressing gratitude to the Government of Denmark for its financial contribution, Christine Umutoni highlighted the importance of this partnership, stating that collaboration with donors is a key factor for the success of projects of this magnitude, where funding gaps are huge:
The UN has a global mandate to support governance initiatives that aim to increase access to justice. …Where access to justice is absent, the poor and marginalized are deprived of choices, opportunities, access to basic resources and a voice in decision-making. Lack of access to justice limits the effectiveness of poverty reduction and democratic governance programmes by limiting participation, transparency and accountability.
Lauding the JSC for the launch of its strategic plan, Justice Minister Patrick Chinamasa said that the move should serve as a beacon pointing the way to achieving professionalism, integrity, impartiality, objectivity and, above all, judicial efficiency and independence.
Describing the judiciary as terribly under-funded, Chief Justice Godfrey Chidyausiku explained that this situation has not only seriously impaired its capacity to deliver justice but that it has also contributed in a large measure to internal corruption, particularly within its lower levels. ‘I have always held the view that a competent, well-resourced and independent judiciary does not benefit itself as much as it does the populace,’ he said.
