UNDP Comprehensive Economic Recovery in Zimbabwe:

Working Paper Series

After a 12 month period of policy relevant research the “Comprehensive Economic Recovery in Zimbabwe – A Discussion Document”, commissioned by the UNDP Country Office Zimbabwe, was completed in September 2008. The ultimate aim of this study was to provide UNDP and other interested parties with a sound understanding of the nature, depth and scope of Zimbabwe’s social-economic decline, as well as insights into the requirements for a recovery process to be initiated. The 2008 Discussion Document and the ongoing Working Paper Series are very much in line with RBA’s “Strategy and Management Review” (May 2006), in which UNDP Country Offices were enjoined to conduct upstream policy research, including analyses of national policy environments, with a view to strengthening UNDP’s leadership and coordinating role in providing support through special initiatives to states in transitional situations.

Feedback from various quarters (IFIs, regional organizations, private sector associations, NGOs and organized labour, domestic and foreign academia, the international donor community, civil servants and members of political parties) on the 2008 Discussion Document included requests for the work to be carried forward and for the analytical work to be updated, expanded in scope (areas covered) and deepened in terms of policy prescriptions. It is against this backdrop that the Country Office is putting out a series of working papers over the course of 2009/10. These papers are building on the work already contained in UNDP’s ‘Comprehensive Economic Recovery in Zimbabwe – A Discussion Document’”, updating the analysis contained therein based on new data and exploring new areas and sectors with a view to contributing further to national debates around appropriate medium-term recovery strategies in Zimbabwe.
