UNDP in Zimbabwe

The partnership between the Government of Zimbabwe and UNDP dates back to 1980, when the Standard Basic Service Agreement (SBSA), which provides the legal framework for the cooperation, was signed by both parties.

extended to 2006 to allow for implementation of outstanding activities in the light of the complex and emerging socio-economic and political challenges that Zimbabwe has been facing since the year 2000.

Development Challenges and Operating Environment

Since 2000, the country has been going through a period of transformation, which has seen most of the human development indicators decline. A politically polarized environment resulting from lack of consensus on policy issues, capacity erosion in all sectors of the society and a diminished resource base for development activities characterize UNDP's operating environment.

Development Objectives and Key Development Priorities in the Programming Cycle 2007 - 2009

UNDP in Zimbabwe is an impartial and trusted development partner, who contributes within its overall mandate and in full use of its comparative advantages to national priorities and to the achievement of the Millennium Development Goals (MDGs). UNDP's programmatic focus is underpinned on MDG Goal 1: "Eradication of Extreme Poverty and Hunger". In this respect, assisting in the transition from humanitarian relief to early recovery, advocating for dialogue among stakeholders, assisting the country in pro-poor policy formulation and supporting capacity enhancement of national institutions with a strong emphasis on governance and human rights form the core of UNDP's work in Zimbabwe.

Informed by these considerations and based on a participatory programming process, the UNDP Country Program Document for Zimbabwe 2007-2009 has formulated the following three broad strategic areas as the major focus for the new programming cycle:

  • Support to domestic and international dialogue that can help build consensus on Zimbabwe's challenges
  • Strengthen the capacity of national institutions to deliver on MDGs, provide basic social services with particular attention to vulnerable groups and;
  • Support to the transition to recovery and development.

These three priority areas of intervention have been translated into five specific programme outcomes, which also reflect UNDP's five practice areas. More information of how these outcomes are operationalised through projects/program is to found under the respective practice areas:

Major Sources of Funding

The UNDP programme is funded from its own regular resources (core resources), from bilateral/external donors and other United Nations sources of financing.

In 2006, close to USD 15.7 million was allocated to ongoing UNDP projects in Zimbabwe and by year-end USD 11.45 million had been dispersed, representing an annual program delivery rate of 73.83%.

From the USD 11,45 million, about USD 7,8 million or 68% came from non-core resources and USD 3,66 million or 32% were UNDP core resources.

Partnerships

Building partnerships is key to UNDP's strategy and at the center of all its efforts. This will not only avoid duplication of effort, improve targeting and rationalize resource use but also ensure broad based ownership and support of UNDP's programme in Zimbabwe. Partners include the Government of Zimbabwe, the international community and donors, international organizations and Civil Society including the media, youth, the private sector and non-governmental organizations.

UN Resident Coordinator 2008 Annual Report


The UNDP Country Office is lead by the Resident Representative, Mr Alain Noudehou, who is also the United Nations Resident and Humanitarian Coordinator, in charge of coordinating the development activities of the entire UN System in Zimbabwe. In 2006, the UN Country Team (UNCT) has successfully concluded the formulation of the Zimbabwe United Nations Development Assistance Framework (ZUNDAF), which covers the period 2007 to 2011. This UNDAF is based on the Zimbabwe MDG Progress Report 2004 and forms the foundation for the joint UN programming among the UN agencies in Zimbabwe.

All in all there are six Thematic Groups, composed of representatives from the Government of Zimbabwe and the UN agencies, which are responsible for operationalising the broad programmatic framework of the ZUNDAF. UNDP co-chairs the ZUNDAF Thematic Group on Governance and Human Rights with the Ministry of Justice, Legal and Parliamentary Affairs and it is the deputy co-chair for the Thematic Group on Agriculture, Land & Environment.

Zimbabwe Demographic Health Survey

Zimbabwe Economic Development Strategy


Health Survey (ZDHS), the first joint program among the UN agencies in Zimbabwe. Data from the ZDHS fed into UNDP's Poverty Assessment Survey Study (PASS II), which has become a major source of data for national development planning processes, such as the Zimbabwe Economic Development Strategy (ZEDS), and policy formulation.

Meanwhile, a second joint program has been launched, the Expanded Support Program for HIV and AIDS (ESP) funded by 5 bilateral donors (DFID, NORAD, SIDA, CIDA and IrishAid) and implemented by UN agencies (UNICEF, UNFPA, WHO and UNDP). UNDP, given its expertise in aid management, is the fund manager for the ESP.
